BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened at 7:30 p. with Mayor Austin Hunt presiding.
2015-334 Parker – Imrie
BE IT RESOLVED THAT the agenda for the September 21, 2015 regular meeting of Council be accepted as presented.
2015-335 Imrie – Parker
BE IT RESOLVED THAT Council accepts the minutes of the September 1, 2015 regular meeting as presented.
Staff Sergeant Webb made a presentation to Council regarding the Police Services provided by the Manitoulin Ontario Provincial Police.
Sophie Edwards on behalf of 4elements living arts provided Council with information regarding their funding application strategy and requested support from Billings Township if successful in receiving grants.
2015-336 Alkenbrack – Parker
BE IT RESOLVED THAT Council appoints Barb Erskine and Tom Imrie to co-represented Council on the 4elements art grant application process.
Councillor Imrie reported on the September 27, 2015 Manor Board meeting.
Councillor Parker reported on the September 9, 2015 Community Policing Advisory Committee meeting, the September 17, 2015 Manitoulin Municipal Association meeting and the September 15, 2015 Provincial Offences meeting .
Councillor Erskine reported on the Bark in the Park event that was held September 12, 2015 and the First Nation – Municipal Community Infrastructure Partnership Program session that she attended on September 15, 2015.
2015-337 Imrie – Parker
BE IT RESOLVED THAT Council instructs the Clerk Treasurer to contact Pinchin Ltd and have them complete, as quoted, environmental testing at the Fire Hall in the amount of $1650 plus hst.
2015-338 Imrie – Parker
BE IT RESOLVED THAT Council accepts the tender for the purchase of a GMC Sierra 2500 HD in the amount of $33802 plus applicable taxes.
2015-339 Erskine – Alkenbrack
BE IT RESOLVED THAT Council acknowledges receipt of the Kagawong Drinking Water System Inspection Report 2014-15, the inspection which was completed on June 9, 2015 by the Ministry of the Environment and Climate Change.
2015-340 Imrie – Parker
BE IT RESOLVED THAT Council directs the Clerk Treasurer to continue to employ a student on a part time basis to be employed on an as needed basis effective immediately, said student to be paid minimum wage.
2015-341 Erskine – Alkenbrack
BE IT RESOLVED THAT Council sets October 13, 2015 at 7;30 p.m. as the date and time for the Committee of the Whole Meeting.
2015-342 Alkenbrack – Erskine
WHEREAS the generation of solid waste and the needless waste of water and energy resources are recognized as global environmental problems and,
WHEREAS municipal and provincial governments have an important role to play in promoting waste reduction, reuse, recycling, composting and other conservation measures and,
WHEREAS communities, businesses and organizations across Canada have committed to working together to raise awareness of these issues during Waste Reduction Week in Canada, and
NOW THEREFORE, BE IT RESOLVED THAT the Township of Billings declares October 19 – 25, 2015, inclusive as Waste Reduction Week.
2015-343 Alkenbrack – Erskine
BE IT RESOLVED THAT Council authorizes the following accounts for payment:
General Accounts $ 76,168.42
and that the Mayor and Treasurer be authorized to sign cheques number 3335 to 3362 as described in the attached register.
2015-344 Alkenbrack – Parker
BE IT RESOLVED THAT Council proceed to a Closed Session at 9:45 p.m. in order to deal with a matter in accordance with Section 239(2) (c) of the Municipal Act, 2001 S.O. Chapter 25, to discuss a matter pertaining to a proposed or pending acquisition or disposition of land by the municipality or local board ;
AND In accordance with Section 239 (3) to discuss a matter relating to the consideration of a request under the Municipal Freedom of Information and Protection of Privacy Act.
Resolution was passed in camera providing the Clerk Treasurer with directions.
2015-346 Parker – Imrie
BE IT RESOLVED THAT Council adjourns from this in camera meeting at 10:18 p.m. and resumes our regular meeting.
215-347 Imrie – Alkenbrack
BE IT RESOLVED THAT Council directs the Clerk Treasurer to engage the services of a surveyor to establish the lot lines with respect to a property on Main St.
2015-348 Parker – Imrie
BE IT RESOLVED THAT By-Law 2015-37, being a by-law to confirm the proceedings of Council be given first, second and third reading and enacted.
2015-349 Imrie – Parker
BE IT RESOLVED THAT Council adjourns from this regular meeting of Council at 10:27 p.m. until the next regular meeting of October 6, 2015 or Call of the Chair.
