BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened with a quorum present at 7:30 p.m. with Mayor Hunt presiding in the Chair.
2014-238 Alkenbrack – Hurcomb
BE IT RESOLVED THAT the minutes of the September 15, 2014 regular meeting of Council be accepted as presented.
2014-239 Alkenbrack – Imrie
BE IT RESOLVED THAT By-Law 2014-35, being a by-law to appoint a By-Law Enforcement Officer be given 1st and 2nd reading.
2014-240 Alkenbrack – Imrie
BE IT RESOLVED THAT By-Law 2014-35, being a by-law to appoint a By-Law Enforcement Officer be given 3rd reading and enacted.
2014-241 Imrie – Parker
BE IT RESOLVED THAT Council directs the Clerk Treasurer to engage John Turner to repair the transmission on the garbage truck as per the written estimate.
2014-242 Hurcomb – Parker
BE IT RESOLVED THAT Council acknowledges receipt of the Ombudsman’s Reports “Let’s Flip for it” and “On the Waterfront”.
2014-243 Imrie – Hurcomb
BE IT RESOLVED THAT the Township will pay for staff’s attendance at the “Excel at Excel” courses being held in November.
2014-244 Hurcomb – Alkenbrack
BE IT RESOLVED THAT Council instructs the Clerk Treasurer to contact OCWA and advise them to go ahead and upgrade the Fixed Rail Ladder to CSA Standards.
2014-245 Imrie – Parker
BE IT RESOLVED THAT Council instructs the Clerk Treasurer to send a letter of support to Mr. Brian McCullagh at Vianet, for funding to improve broadband internet services for our area.
2014-246 Imrie – Parker
BE IT RESOLVED THAT Council agrees to pay $75 for the 2015 season for a link from the Township website to the Blue Water Visitor Guide website.
2014-247 Parker – Imrie
BE IT RESOLVED THAT Council instructs the Public Works Department to winterize the water line at 91 Main Street as per his memo of October 2, 2014.
2014-248 Parker – Imrie
BE IT RESOLVED THAT the Municipal Office will be closed from December 24, 2014 to January 2, 2015 inclusive and that the landfill be closed on December 25, 2014 and January 1, 2015.
2014-249 Hurcomb – Alkenbrack
BE IT RESOLVED THAT Council direct the Clerk Treasurer to contact Brian Willoughby and request he place a 40 yard bin at the landfill site at no cost to the township.
2014-250 Parker – Imrie
BE IT RESOLVED THAT the Clerk Treasurer be directed to send a letter to the appropriate office to lodge our complaint/concerns regarding the direction of the current broadband internet service.
Councillor Sandi Hurcomb declared a conflict and left the room for the discussion and the passing of the following resolution.
2014-251 Imrie – Parker
BE IT RESOLVED THAT Council agrees to extend the lease on the property at 156 Main Street until the Council decision is made on Mr. Hurcomb’s proposal; and further that the Clerk Treasurer is instructed to negotiate with Mr. Hurcomb on the options available.
2014-252 Hurcomb – Parker
BE IT RESOLVED THAT Council authorizes the following accounts for payment:
General Accounts $169,457.59
Water Capital $ 23,046.86
And that the Mayor and Treasurer be authorized to sign cheques number 2533 to 2579 and Water Capital cheques number 074 and 075 as described in the attached registers.

BE IT RESOLVED THAT By-Law 2014-36, being a by-law to confirm the proceedings of Council be given first, second and third reading and enacted.
2014-254 Imrie – Parker
BE IT RESOVLED THAT Council adjourns from this regular meeting of Council at 9:14 until our next regular meeting of October 20, 2014 or Call of the Chair.
