BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened at 7:30 p.m. with Mayor Austin Hunt presiding.

BE IT RESOLVED that the agenda for the November 16, 2015 regular meeting of Council be accepted as presented.

BE IT RESOLVED that council accepts the minutes of the November 3, 2015 regular meeting as presented.

BE IT RESOLVED THAT Council accepts the minutes of the November 12, 2015 committee meeting as presented.
Councillor Erskine reported on the annual planning meeting that the Recreation Committee held on the November 7, 2015.
Councillor Alkenbrack reported on the Economic Development Committee and the preparations for Christmas in Kagawong.

BE IT RESOLVED THAT Billings Township accepts the Complaint Handling Policy as presented.

BE IT RESOLVED THAT By-Law 2015-42, being a by-law to establish a Group Retirement Plan be given first and second reading.
2015-413 Erskine – Alkenbrack
BE IT RESOLVED THAT By-Law 2015-42, being a by-law to establish a Group Retirement Plan be given third reading and enacted.

BE IT RESOLVED THAT By-Law 2015-43, being a by-law to accept a portion of the 10th Concession Road, west of Highway 540 into the Township Road System be given first and second reading.

BE IT RESOLVED that By-Law 2015-43, being a by-law to accept a portion of the 10th Concession Road, west of Highway 540 into the Township Road System be given third reading and enacted
2015-416 Alkenbrack – Erskine
BE IT RESOLVED THAT Council updates the current Supplemental Unemployment Benefits Plan by changing the effective term of the Plan to January 1, 2016 to December 31, 2020.
2015-417 Erskine – Imrie
WHEREAS the lease agreement between the Township of Billings and 4Elements expires on December 15, 2015
AND WHEREAS they are waiting for funding before renewing the lease
NOW THEREFORE BE IT RESOLVED THAT the tenant shall continue to occupy the demised premises after the expiration of the term of this lease, with the consent of the landlord and without any further written agreement, the tenant shall be a monthly tenant at a monthly rental equal to the monthly rental as stated in the expired lease agreement until such time as funding is received and a new lease agreement can be executed, to a maximum of six months. The terms and conditions of the lease will remain in effect.

Sundays 1 p.m. to 6 p.m.

BE IT RESOLVED THAT Billings Township advertises in the Blue Water Guide with a basic listing in the amount of $75.00 plus HST.

BE IT RESOLVED THAT Billings Township has completed all of the necessary requirements of the Emergency Management and Civil Protection Act RSO 1990 and Ontario Regulation 380/04 for 2015.
2015-422 Alkenbrack – Erskine
BE IT RESOLVED THAT Council authorizes the following accounts for payment
General Accounts $58,991.20
And that the Mayor and Treasurer be authorized to sign cheques number 3443 to 3467 as described in the attached register.

BE IT RESOLVED THAT By-Law 2015-44, being a by-law to confirm the proceedings of Council be given first, second and third reading and enacted.

BE IT RESOLVED THAT Council adjourns from this regular meeting of Council at 8:35 until our next regular meeting of December 1, 2015 or Call of the Chair.
