2016-259 Imrie – Alkenbrack
BE IT RESOLVED that this regular meeting of Council be opened with a quorum present at 7:30 p.m. with Mayor Hunt presiding.

2016-260 Alkenbrack – Imrie
BE IT RESOLVED THAT the agenda for the November 1, 2016 regular meeting of Council be accepted as amended.
Carried

The agenda was amended to add under 8. New Business, item e) Ontario Provincial Police.

2016-261 Imrie – Alkenbrack
BE IT RESOLVED that Council accepts the minutes of the October 17, 2016 regular meeting as presented.
Carried

Councillor Parker reported that Michael Mantha’s office has organized a public meeting with the Ontario Hydro Ombudsman for December 12, 2016 form 6 p.m. to 8 p.m. at the Secondary School in M’Chigeeng.
Councillor Erskine reported on the Recreation Committee’s Pumpkin Carving, gym membership and November 2 Planning Session.
Councillor Erskine reported on the Go Green Committee and the Canada 150 project.
Councillor Alkenbrack reported on the Economic Development Committee that was held on October 12 and the upcoming Christmas in Kagawong, November 18, 19, 20.
Mayor Hunt reported on the Planning Board meeting held last week.

Councillor Erskine and the Clerk Treasurer are to prepare and submit a Municipal Delegation Request form for the Rural Ontario Municipal Association Conference in January.

2016-262 Alkenbrack – Imrie
BE IT RESOLVED that Council acknowledges receipt of the Grant Thornton audit on the Municipal Funding Agreement for the Transfer of Federal Gas Tax Funds between the Association of Municipalities of Ontario and the Township of Billings.

Councillor Erskine will present the Township award at the Manitoulin Secondary School Awards Night in December.

Councillor Imrie presented a letter of resignation from Council, effective November 14, 2016. A motion declaring a vacancy will be presented at the November 21, 2016 Council meeting.

2016-263 Alkenbrack – Imrie
BE IT RESOLVED that Council directs the Clerk Treasurer to write to Commissioner Vince Hawkes, copy to the Commander of North East Command, and Staff Sergeant Webb, requesting they consider Kagawong as a location for any new OPP Detachments that may be built on Manitoulin, and that Council will provide whatever support is needed to achieve this objective and further that if it is not feasible, that a store front detachment be considered.

BE IT RESOLVED that Billings Township will approach the Director of Lambac to request their involvement in the Natural Resources Canada Green Jobs Internship Project to assist interested communities to reduce energy use and benefit the environment.

BE IT RESOLVED that Council authorizes the following accounts for payment:
General Accounts $58,165.19
and that the Mayor and Treasurer be authorized to sign cheques number 4102 to 4117 as described in the attached register.

BE IT RESOLVED that in accordance with section 239(1) of the Municipal Act, 2001 S.O. Chapter 25, this Council proceed to a Closed Session at 8:17 p.m. in order to discuss a matter pertaining to: b) Personal matters about an identifiable individual, including municipal or Local Board and
c) A proposed or pending acquisition or disposition of land by the municipality or local board.

BE IT RESOLVED that Council accepts the Minutes of the October 4, 2016 In Camera meeting as presented.

BE IT RESOLVED that Council adjourns from this in camera session at 8:59 p.m. and resumes our regular meeting.

BE IT RESOLVED that By-Law 2016-38, being a by-law to confirm the proceedings of Council be given first, second and third reading and enacted.

BE IT RESOLVED that Council adjourns from this regular meeting of Council at 9:01 p.m. until our next regular meeting of November 21, 2016, or Call of the Chair.
