BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened with a quorum present at 7:30 p.m. with Mayor Hunt presiding.

BE IT RESOLVED that the agenda for the December 21, 2015 regular meeting of Council be accepted as presented.

BE IT RESOLVED THAT Council accepts the minutes of the December 1, 2015 regular meeting as presented.

BE IT RESOLVED THAT Council accepts the minutes of the December 7, 2015 special meeting as presented.

Councillor Erskine reported on the Recreation Committee meeting of December 2, 2015. They are planning for Winter Fest and the Green Living Expo.
Councillor Erskine reported on the Go Green Committee meeting held December 16, 2015.
Councillor Erskine reported on the Joint Building Systems meeting held December 7, 2015.
Councillor Alkenbrack reported on the Library Board meeting held December 15, 2015.
Mayor Hunt reported on the Manitoulin Municipal Association meeting that was held on December 16, 2015.

2015-446 Alkenbrack – Erskine
BE IT RESOLVED THAT Council rescinds resolution 2015-437 and reinstates Tom Imrie as Councillor.

BE IT RESOLVED THAT the Township of Billings will advertise in “This is Manitoulin” for a cost of $795 plus hst and in “Manitoulin’s Magazine with a block ad in the amount of $328. Plus hst.

BE IT RESOLVED THAT Council approve C2S to prepare the waterfront project summary document for a fee of $1000.00 plus hst.

BE IT RESOLVED THAT Council supports the New Imaging Project (Central Ontario Orthophotograph Project-2016 ) that the Manitoulin Planning Board is proposing and realizes the costs associated with it.

BE IT RESOLVED THAT the Township will pay the registration and expenses for Barb Erskine and Sharon Alkenbrack to attend the Association of Municipalities of Ontario (AMO) Conference in August, 2016.

BE IT RESOLVED THAT Council recognizes the Winter Fest, being held in Kagawong on February 19 and 20, 2016 as a municipally significant event.

BE IT RESOLVED THAT Council authorizes the following accounts for payment
General Accounts $138,987.86
Water Capital Account $ 31,586.02
And that the Mayor and Treasurer be authorized to sign cheques number 3513 to 3549 and 102 to 103 as described in the attached register.

BE IT RESOLVED THAT in accordance with Section 239 of the Municipal Act, 2001 S.O. Chapter 25, this Council proceed to a Closed session at 8:20 p.m. in order to discuss a matter pertaining to b) personal matters about an identifiable individual, including municipal or local Board and e) litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board.
