Marcus Mohr did a presentation to Council to show them how the new website was developing.

BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened with a quorum present at 8:00 p.m. with Mayor Hunt presiding in the Chair.

BE IT RESOLVED THAT Council accepts the minutes of the April 22, 2014 regular meeting as presented.

Councillor Parker reported on the Deer Management Meeting he attended last week.

Councillor Hurcomb reported on the April 23, 2014 Waste Management Advisory Committee meeting she attended.

BE IT RESOLVED THAT By-Law 2014-013 being a by-law to accept the Comprehensive Waste Management Plan be given first and second reading.

BE IT RESOLVED THAT By-law 2014-013 being a by-law to accept the Comprehensive Waste Management Plan be given third reading and enacted.

BE IT RESOLVED THAT Council instructs the Clerk Treasurer to advertise for an employment opportunity for a Financial/Administrative/ By-Law Enforcement position.

BE IT RESOLVED THAT By-Law 2014-16 being a by-law to enter into an agreement with AMO for Gas Tax Funds be given first, second and third reading and enacted.

Whereas,Clinton Shane Ekdahl has applied to Council to proclaim May 29, 2014 as Day of the Honey Bee and that this day serves the broader public interest;

Whereas, A third of all the food Mankind consumes exists because of the tireless work of Honey Bees and seventy percent of our food crops are pollinated and partially, if not completely, dependent upon this keystone species;

Whereas, Honey Bees are disappearing at alarming and unsustainable rates all over the world for reasons not fully explained by science; but with the most likely cause being pesticides;

Whereas, Survival of the Honey Bee is surely linked with our own;

Whereas, This issue transcends all trivial human barriers of nationality, language, skin color, income, identity, ability, disability, sexuality, gender, religion, age, politics or membership;

Whereas, 328 jurisdictions representing almost 30 percent of Canadians have already endeavored to support “Day of the Honey Bee;”

Now Therefore, Council of the Township of Billings doe hereby declare May 29, 2014 as “Day of the Honey Bee” and in issuing this proclamation, ask our citizens to recognise this day.

2014-113 Parker – Hurcomb

WHEREAS Spina bifida is a birth defect that develops within the first four weeks of pregnancy resulting in varying degrees of permanent neurological damage; and

WHEREAS hydrocephalus is an excessive accumulation of fluid in the brain. It may be present at birth or may develop at any stage later in life; and

WHEREAS there is no cure for either of these conditions that result in varying degrees of disability; and

WHEREAS the Spina Bifida and Hydrocephalus Association of Ontario serves people with spina bifida and hydrocephalus, their families and the public; and

WHEREAS Health Canada has proclaimed June as Spina Bifida and Hydrocephalus Awareness Month; and

WHEREAS there are many people who are not aware of the Association or that it offers support, information and education programs and funds research to find ways to prevent and treat these conditions; and

WHEREAS the Association encourages all Ontarians to learn more about these conditions and to appreciate the challenges faced by individuals affected by them, therefore

NOW THEREFORE BE IT RESOLVED That the Council of the Township of Billings hereby proclaims the month of June to be SPINA BIFIDA AND HYDROCEPHALUS AWARENESS MONTH in the Township of

Billings and I urge all citizens to give full consideration and attention to the Spina Bifida and Hydrocephalus Association of Ontario for their work on behalf of those with spina bifida and hydrocephalus and their families.

BE IT RESOLVED THAT Billings Council directs the CAO to purchase and have installed the

appropriate floor covering and underlay for the landing up to the art gallery.

BE IT RESOLVED THAT Council authorizes the following accounts for payment:
General Accounts $84,068.15

And that the Mayor and Treasurer be authorized to sign cheque numbers 2107 to 2137 as described the attached register.

BE IT RESOLVED THAT Council will now go “in camera” at 8:42 p.m. to discuss matters pertaining to Section 239.(1)(b) of the Municipal Act, 2001 c.25, regarding personal matters about an identifiable individual.

BE IT RESOLVED THAT Council adjourns from this in camera session at 8:53 p.m. and resume our regular meeting.
