BE IT RESOLVED THAT Council accepts the minutes of the February 18, 2014 regular meeting as presented.
Councillor Parker reported on the breakfast that was hosted by the Economic Development Committee during Winterfest.
Councillor Parker reported on the February 26, 2014 Manitoulin Municipal Association meeting that both Councillor Parker and Mayor Hunt attended.
Councillor Hurcomb reported on the Library Board meeting of February 20, 2014.
Councillor Hurcomb reported on the Waste Management Committee meeting held February 29, 2014.
Councillor Mack reported on the Park Centre Committee.

BE IT RESOLVED THAT Council directs the Clerk Treasurer to acquire the services of an appropriate web site company to meet the requirements of Billings Township.

BE IT RESOLVED THAT By-Law 2014-04, being a by-law to enter into an agreement with Her Majesty the Queen in Right of Ontario as represented by the Minister of Rural Affairs be given first, second, third reading and enacted.

WHEREAS, lupus is an autoimmune disease that can cause severe damage to the tissue and organs in the body and, in some cases, death; and
WHEREAS, more than five million people worldwide suffer the devastating effects of this disease and each year over a hundred thousand young women, men and children are newly diagnosed with lupus, the great majority of whom are women of childbearing age; and
WHEREAS, medical research efforts into lupus and the discovery of safer, more effective treatments for lupus patients are under-funded in comparison with diseases of comparable magnitude and severity; and
WEHREAS, many physicians worldwide are unaware of symptoms and health effects of lupus causing people with lupus to suffer for many years before they obtain a correct diagnosis and medical treatment; and
WHEREAS, there is a deep, unmet need worldwide to educate and support individuals and families affected by lupus; and
WHEREAS, there is an urgent need to increase awareness in communities worldwide of debilitating impact of lupus;
NOW,THEREFORE, BE IT RESOLVED THAT May 10, 2014 is hereby designated as World Lupus Day on which lupus organizations around the globe call for increases in public and private sector funding for medical research on lupus, targeted education programs for health professionals, patients and the public and worldwide recognition of lupus as a significant public health issue.

BE IT RESOLVED THAT Council appoints Rick Rusk as the Weed Inspector for the Township of Billings.

BE IT RESOLVED THAT Council approves the following changes to Volunteer Committee Appointments:
Susan Arbor to be appointed as representative for the United Church on the Park Centre Advisory Committee, replacing John Christian and
Roger Lloyd to be removed from the Recreation Committee and appointed to the Economic Development Committee and to be appointed as the Economic Development Committee Representative on the Park Centre Advisory Board.

BE IT RESOLVED THAT Council agrees to renew the Contract with LaCloche-Manitoulin Business Assistance Corporation (LAMBAC) for Economic Development Services for six months and instruct the Clerk Treasurer to proceed with contacting LAMBAC to set up the Contractual Agreement.

BE IT RESOLVED THAT Council agrees that the Municipality will pay the registration and expenses for the Clerk Treasurer to attend the AMCTO Spring Workshop for Post Election Training on April 10, 2014 in North Bay.

BE IT RESOLVED THAT Council instructs the Clerk Treasurer to have the Managed Municipality upgrade the three office computers as outlined in the letter of February 26, 2014 and to have off-site backup capabilities installed on each office computer.

BE IT RESOLVED THAT Council sets the 2014 Marina rates as follows:
Seasonal Services Slip:` $31.00 per foot
Seasonal No Service $26.00 per foot
Daily Serviced slip $1.60 per foot
Small Craft – Large Slip $325 per slip
Small Craft – Small Slip $295 per slip

BE IT RESOLVED THAT By-Law 2014-05, being a by-law to establish the Terms of Reference for the Kagawong Cedars Cemetery Board be given first, second and third reading and enacted.

BE IT RESOLVED THAT Council agrees to pay for the registration and expenses for Gerry Mack to attend the AMO Councillor challenges workshop in Orillia on March 21, 2014.
2014-052 Hurcomb – Mack
BE IT RESOLVED THAT Council instructs the Clerk Treasurer to make the following adjustments for the 2013 year end.
Transfer $53400 from Gen Maintenance Old Mill account 5160 to working funds reserve account 2310
Transfer $13000 from Grounds Salaries account 5732 to working funds reserve account 2310,
Transfer $17,400 from the general bank account to the Water Capital Bank Account.

BE IT RESOLVED THAT Council authorizes the following accounts for payment:
General Accounts $76,677.92
and that the Mayor and Treasurer be authorized to sign cheques number 1952 to 1982 as described in the attached register.

BE IT RESOLVED THAT Council will now go in camera at 8:46 p.m. to discuss matters pertaining to Section 239.(1).(b) of the Municipal Act, 2001, c.25, regarding personal matters about an identifiable individual.

BE IT RESOLVED THAT Council adjourns from this in camera session at 9:33 p.m. and resumes our regular meeting.

BE IT RESOLVED THAT Billings Council elects to pay $500 to Karyn Chandler for repair of her vehicle that purportedly sustained damage by the snow plow truck. This money is paid without prejudice as a goodwill gesture and paid directly to the repair company.
