BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened with a quorum present at 7:30 p.m. with Mayor Austin Hunt presiding in the Chair.

BE IT RESOLVED THAT Council accepts the minutes of the June 16, 2014 regular meeting as presented.

Carried

 

Councillor Brian Parker reported on the MMA meeting that he attended.

Councillor Tom Imrie reported on the June 20 Billings Waterfronts Improvement Committee meeting.

Mayor Hunt attended both above mentioned meetings.

Councillor Tom Imrie will be attending the July 14 NOSM Strategic Planning Community Meeting.

BE IT RESOLVED THAT with the passing of Councillor Gerry Mack Council now declares a vacancy on Council.

BE IT RESOLVED THAT Billings Council accepts the 2014 Budget as presented.

BE IT RESOLVED THAT By-Law 2014-23, being a by-law to set the tax rates for 2014 be given 1st and 2nd reading.

BE IT RESOLVED THAT By-Law 2014-23, being a by-law to set the tax rates for 2014 be given 3rd reading and enacted.

BE IT RESOLVED THAT By-Law 2014-24 being a by-law to establish the 2014 water levy rates be given 1st and 2nd reading.

BE IT RESOLVED THAT By-law 2014-24, being a by-law to establish the 2014 water levy rates be given 3rd reading and enacted.

BE IT RESOLVED THAT Council hereby gives permanent staff a 2% increase across the board and will review merit increases for staff members, retroactive to January 1, 2014.

BE IT RESOLVED THAT in memory of Gerry Mack the Council of the Township of Billings has decided to make a donation of $1,000 to the Manitoulin Health Centre.

BE IT RESOLVED THAT Council approves the following donations:

 

Gore Bay – Manitoulin Airport          $1,000

Manitoulin Fish and Game Club         $1,000

Manitoulin Streams                             $1,000

Manitoulin Student Aid                      $   250

Gore Bay Medical Clinic                    $   500

The Mikey Network                            $   250

Manitoulin Fine Arts                           $   100

 

Billings Public Library                        $14,000

Billings Heritage Centre                     $  4,600

BE IT RESOLVED THAT Council instructs the Clerk Treasurer to proceed with the upgrades to the water heating system at the Park Centre as quoted by Pro-Gas Energy Services.

BE IT RESOLVED THAT Council authorizes the following accounts for payment:

General Accounts                   $279,746.94

Water Capital Project              $  13,488.27

And that the Mayor and Treasurer be authorized to sign cheques number 2242 to 2295 and 0069 as described in the attached registers.

BE IT RESOLVED THAT By-law 2014-25, being a by-law to confirm the proceedings of Council be given first, second and third reading and enacted.

BE IT RESOLVED THAT Council adjourns from this regular meeting of Council at 8:35 p.m. until our next regular meeting of July 21, 2014 or Call of the Chair.
