February 4, 2014

PRESENT: Mayor Austin Hunt, Councillors Sandi Hurcomb, Tom Imrie, Gerry Mack, Brian Parker

Staff: Candy Tracy, Administrative Assistant and Rick Rusk, Public Works Superintendent

2014-018 Imrie- Hurcomb

BE IT RESOLVED THAT this regular meeting of Council be opened at 7:30 p.m. with a quorum present with Mayor Hunt presiding in the Chair.

2014-019 Hurcomb-Imrie

BE IT RESOLVED THAT Council accepts the minutes of the January 20, 2014 regular meeting as presented.

2014-020 Imrie-Parker

BE IT RESOLVED THAT Council enter into discussions and possible negotiation with 4elements Arts to lease 91 Main second floor.

REPORTS

 

Councillor Imrie reported no Museum Board meeting was called, and the Library Board Meeting could

not proceed after members assembling, for lack of quorum. He did advise of the new electronic lending

system the library offers to patrons.

 

Councillor Parker reported on the Manitoulin Municipal Association meeting he attend, which addressed

The Policing Costing formula issue.

 

Councillor Parker reported on two Manitoulin Tourism Association meetings he attended, and that the Chamber of Commerce may formalize a relationship with this Association.

 

Councillor Hurcomb reported on the Waste Management Advisory Committee meeting, where the first year of initiatives was evaluated.

 

Councillor Hurcomb reported on the Kagawong Cemetery Board Meeting and plot mapping.

 

Councillor Mack reported no Park Centre Advisory Committee meeting was held. The Recreation Committee is actively planning Winterfest and other events.

 

The Public Works Operations Report for January was made available.

 

Mayor Hunt reported on the Federation of Northern Ontario Municipalities meeting he attended, and their

strategy to deal with the proposed Policing Costing formula. FONOM will obtain input from individual municipalities and compose a costing strategy, then be the lead organization for provincial presentation.

 

 

COMMITTEE APPOINTMENTS CONFIRMED

Mayor Hunt presented a list of Councillors’ Committee assignments, be to kept this Council term .

 

2014-021 Imrie-Hurcomb

BE IT RESOLVED THAT Council instruct the Clerk-Treasurer to hire Pam Jackson from Gnu Systems on as needed basis. Carried

 

2014-022 Imrie-Mack

BE IT RESOLVED THAT, pursuant to permission being granted by her employer, Councillor Hurcomb

would like to attend the AMO 2014 Council Challenges Session on March 20, 2014 in North Bay.

2014-023 Hurcomb-Imrie

BE IT RESOLVED THAT Council authorizes the following accounts for payment:

General Accounts $ 151,648.84

And that the Mayor and Treasurer be authorized to sign cheques number 1887 to 1912 as described in the attached register.

BE IT RESOLVED THAT By-Law 2014-02, being a by-law to confirm the proceedings of Council be given first, second and third reading and enacted.

BE IT RESOLVED THAT Council adjourns from this regular meeting of Council at 8:58 until our next regular meeting of February 18 or Call of the Chair.
