2015-17 Imrie – Alkenbrack
BE IT RESOLVED THAT this regular meeting of the Council of the Corporation of the Township of Billings be opened with a quorum present at 7:30 p.m. with Mayor Austin Hunt presiding in the Chair.

BE IT RESOLVED THAT the minutes of the January 19, 2015 regular meeting of Council be accepted as presented.

Councillor Alkenbrack reported on the January 20, 2015 Library Board Meeting.
Mayor Hunt reported on the Federation of Northern Ontario Municipalities meeting that he attended last week.
2015-19 Imrie – Alkenbrack
BE IT RESOLVED THAT By-Law 2015-03, being a by-law for the keeping of exotic animals within the township of Billings be given 1st reading.

2015-20 Imrie – Parker
WHEREAS World Autism Awareness Day will be recognized on April 2, 2015, in Canada thanks to Liberal Senator Jim Munson’s Bill S-206, AN Act Respecting World Autism Awareness Day; and

WHEREAS Autism Spectrum Disorder (ASD) affects more than 100,000 Ontarians. Autism Spectrum Disorder is now recognized as the most common neurological disorder affecting 1 in every 94 children, as well as their friends, family and community; and

WHEREAS ASD is a spectrum disorder, which means it not only manifests itself differently in every individual in whom it appears, but its characteristics will change over the life of each individual as well. A child with ASD will become an adult with ASD; and

WHEREAS Autism Ontario (formerly Autism Society Ontario) is the leading source of information and referral on autism and one of the largest collective voices representing the autism community. Since 1973, Autism Ontario has been providing support, information and opportunities for thousands of families across the province; and

WHEREAS Autism Ontario is dedicated to increasing public awareness about autism and the day-to-day issues faced by individuals with autism, their families, and the professionals with whom they interact. The association and its chapters share common goals of providing information and education, supporting research, and advocating for programs and services for the autism community.

NOW THEREFORE BE IT RESOLVED THAT the Council of the Township of Billings do hereby declare April 2nd as World Autism Awareness Day.

BE IT RESOLVED THAT the Township will pay for the registration and expenses for Chris Cyr and Rick Rusk to attend the T.J. Mahony Road School-Maintenance Section May 4, 5, 6, 2015.

2015-22 Erskine – Parker
BE IT RESOLVED THAT Billings Township will participate in the North Channel Marine Tourism Council’s “Shopping Bag” program in 2015, with a sponsorship fee of $200.

2015-23 Imrie – Alkenbrack
BE IT RESOLVED that Council instructs the Clerk Treasurer to complete the paperwork necessary and pay the necessary fee to appoint the Local Authority Services (LAS) as the Municipal Closed Meeting Investigator.

2014-24 Imrie – Erskine
BE IT RESOLVED THAT Council appoints Councillor Alkenbrack to compose a submission & advertisement for Billings Township and submit advertisements for Manitoulin’s Magazine and This is Manitoulin.

BE IT RESOLVED THAT Council authorizes the following accounts for payment:
General Accounts $98,289.72
And that the Mayor and Treasurer be authorized to sign cheques number 2838 to 2868 as described in the attached register.

BE IT RESOLVED THAT In accordance with Section 239 of the Municipal Act, 2001 S.O. Chapter 25, this Council proceed to a Closed Session at 8:30 p.m. in order to discuss a matter pertaining to:
a)Security of the property of the municipality or Local Board to give the Clerk Treasurer instructions regarding negotiations of a lease agreement
and
b) Personal matters about an identifiable individual, including municipal or local Board to discuss an accounts receivable issue.

BE IT RESOLVED THAT Council adjourns from this In Camera Session at 8:57 p.m. and resumes our regular meeting.

During the In Camera session Council provided information to the Clerk Treasurer regarding lease negotiations. Also discussed while in camera was an over payment issue.

2015-28 Imrie – Alkenbrack
BE IT RESOLVED THAT Council is aware that an over payment occurred to a member of Council and that this error occurred as a result of a Clerical error; therefore, Council agrees to forgive the overpayment as a onetime decision.

BE IT RESOLVED THAT By-Law 2015-04, being a by-law to confirm the proceedings of Council be given first, second and third reading and enacted.

2015-30 Imrie – Parker
BE IT RESOLVED THAT Council adjourns from this regular meeting of Council at 9:05 p.m. until our next regular meeting of February 17, 2015 or Call of the Chair.
