BE IT RESOLVED THAT this meeting of the Committee of the Whole of the Township of Billings be opened at 7:30 p.m. with a quorum present and Mayor Hunt presiding.

BE IT RESOLVED THAT the agenda for the March 8, 2016 Committee of the Whole meeting be accepted as presented.

The date set for the Family Forum is May 14, 2016 and for the Senior Forum May 28, 2016.

Discussion regarding the repairs needed for the fire hall. Decision to do the work on the exterior of the building for 2016. Councillor Erskine suggested that the township may be eligible for a grant from the Farm Credit Agri Spirit fund. Clerk Treasurer to have staff investigate this.

Kendra Edwards, a graphic artist will be designing a township pamphlet.

The 2016 OCIF Funding will be put towards the Fire Hall renovations.

There was discussion regarding the rental rates for the boardwalk buildings. Decided seasonal rate of $500 for seven months (May 1 to Nov. 30) with no winter storage. Also discussed was the criteria for selection.

Council discussed the plans for road work in 2016. Concerns were raised regarding both Foxtower Road and Nelson Road. Plans for 2016 include work on both of these roads.

Council received a request to purchase Block A, Plan S156. The by-law regarding the purchase of property was discussed. Clerk to send letter advising that the township is not interested in selling the property.

Council discussed signage for Billings Township/Kagawong. Councillor Parker will look into this.

Discussion regarding invoices from Municipal Waste Recycling. Because the Township collects cans for the Shriner’s Hospital instead of putting the cans in the co-mingled bin MWR has started charging the township an additional $100 per month. The township will not collecting the cans for the Shriner’s Hospital and make a financial donation instead.

Discussion on the proposal from Mobile Local Consulting. Discussion that Instead of optimizing the website for mobile the township should be making the website more user friendly first.
